Ekiti State Governor, Biodun Oyebanji, has appointed the immediate past Accountant General and Permanent Secretary of the Civil Service, Titilayo Olayinka, to head the state’s accounting office.
The appointment took effect on Tuesday, August 25, a day after Olayinka retired from the Ekiti State Civil Service upon attaining the mandatory retirement age of 60.
Olayinka had served as Accountant General/Permanent Secretary in the state civil service from November 28, 2019, until her retirement on August 24, 2026.
The fresh appointment means the state will continue to draw on her experience in public finance as the Oyebanji administration prepares for its second term.
A Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and an Associate member of the Chartered Institute of Taxation of Nigeria, Olayinka holds a Bachelor’s degree in Accounting and a Master of Business Administration.
The state government said her return to the accounting office was informed by her experience and contributions to fiscal management, accountability and transparency during her previous tenure.
Ekiti was ranked first in the BudgIT State Fiscal Transparency League for the second, third and fourth quarters of 2024 and all four quarters of 2025.
The state was also listed among the leading performers in local government budget transparency and the Subnational Audit Efficacy Index by PLSI.
It was further rated among the 10 states in Nigeria that published detailed and accessible budget information covering all Local Government Areas and Local Council Development Areas.
In her new role, Olayinka has been mandated by the governor to establish a comprehensive training programme for accountants across the state civil service to strengthen their professional capacity.
Her appointment places Ekiti among states such as Enugu, Osun and Akwa Ibom that have engaged seasoned retired Accountants General to lead their state accounting offices.
Olayinka brings experience spanning accounting, auditing, project management, expenditure control and procurement to the new assignment.
She began her career in public service as an Accountant with Owena Mass Transportation Company, Akure, in February 1992, before serving as Group Internal Auditor/Chief Accountant at Ondo State Investment Holding Company, Akure, between January 1998 and March 1999.
From April 1999 to 2003, she served as State Programme Accountant for the United Nations Development Programme (UNDP), before taking up senior accounting positions in key government agencies.
Her previous assignments included the Ministry of Health, Ekiti State Project Financial Management Unit under the World Bank, Ministry of Information and the State Universal Basic Education Board.
She later became Deputy Accountant General before her elevation to Accountant General/Permanent Secretary in November 2019.
Olayinka became a chartered accountant in May 1993 and was admitted as a Fellow of ICAN in 2006. She is an alumna of the Federal Polytechnic, Ado-Ekiti; Achievers University, Owo; and Ondo State University, Akungba Akoko.
